Payment Methods
The City of Stillwater offers different ways to pay your utility bill.
Pay Online
Our online utility payment system allows you to access your account and see billing, payment and consumption history (up to three years) as well as pay your bill. (You must create a new online profile each time you change addresses. This is more relevant to those who rent and move frequently.)
- How do I sign-up / register?

You will need a copy of your utility bill. Go to “Pay Utility Bill” and register now. Enter your information and answer security questions then hit enroll. Go to Accounts and click on add account. Enter your account number exactly as printed on your bill, including the dash. Check the box: Agree to Payment Authorization Terms and Add Account.
Passwords are case sensitive, so make sure to remember exactly how you type it in
- I forgot my PIN, can I get a reminder?

Absolutely. Just visit the Forgot your password? page and enter your email address. You will answer your security questions and a link will be sent to your email address. Enter the temporary password and click on the link to change your password.
Note: If you do not receive the e-mail in a reasonable amount of time, call Utility and Billing Services at (405) 742-8249 or e-mail utilitypayments@stillwater.org to verify your e-mail address and we can reset your password. The account holder will need to verify security information.
- Can I pre-schedule a payment to occur on a certain date?

Yes. Once you have registered your utility account online, you can schedule an automatic payment from a credit card or bank account as long as you are at a zero balance. We recommend you choose the payment date as "on the due date.” Any payments scheduled after the due date will result in a late charge on your utility account and may put your account in jeopardy of being disconnected.
- Is my card information secure?

If you decide to store your card information on our system for the convenience of not having to re-enter the information each time you make a payment, your card information will be encrypted and stored on a separate system that is behind a secure firewall and not directly exposed to the Internet. Additionally, once your card information has been entered for the first time, only the last four digits of the card can be seen in the secure wallet, even by the account or cardholder.
So if someone, somehow obtains your account number and password, they will not have access to your credit card information through our system. Address information for a stored card can be edited by the account holder, but once initially submitted the full card number cannot be viewed or edited by anyone. This is done to protect the card information from unauthorized access to your account. If there is an error in the card number, the card must be removed and re-submitted to correct the error. Again, this is to safeguard your card information and protect your credit.

Pay-By-Text
Create an account using our online Customer Portal (Paymentus). Paymentus' Pay-by-Text module allows you to opt-in to receive a text message containing your current balance and due date.
You can respond "Pay," which instantly makes your bill payment from whatever credit card, debit card, or bank account information you have securely stored in your user profile. You'll then receive a reply text confirming receipt of your payment.
Pay-By-Email (Secure PDF)
Create an account using our online Customer Portal (Paymentus). You can then opt-in to receive an email with an attached "Smart PDF" eBill. The PDF is password-protected and opened securely on your desktop.
You can view your bill summary and submit your payment information within the PDF itself. No envelopes to open or websites to visit. Just open the PDF and click to pay.
Payments are handled with the same fortress-level security and compliance that is guaranteed across the entire Paymentus system.
Automatic Bank Drafting
This service pays your bill directly from your checking or savings account. A statement is mailed to you approximately 21 days prior to drafting your bank account. To enroll in automatic bank drafting, complete the form below and return it to the Municipal Building at 723 S. Lewis Street.
By U.S. Mail
Use the return envelope included with your bill to return your check. Remember to return the stub from your bill to ensure proper credit. You should never mail cash.

- 8th Avenue parking lot entrance.
- Southwest entrance of the Stillwater Municipal Building.
Average Billing
If you have lived at your current residence one or more years and you currently have a zero balance, you are eligible to sign up for our average billing program.
