City Council, Stillwater's governing body, believes it is important to set a high standard concerning equality and encourages all other governmental and private entities to embrace a culture of tolerance, respect and acceptance. With Resolution Number CC-2019-12, Council has directed the City Manager to uphold City policies and ordinances related to discrimination issues.

Since 1981, the City has earned a Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Associations of the United States and Canada (GFOA) for its annual comprehensive financial report (ACFR).

The official posting of current agendas is located in the kiosk at the Municipal Building, 723 S Lewis Street. Official agendas and minutes are archived in the City Clerk's Office.

Open Meetings

The City of Stillwater follows the Oklahoma Open Records Act and the Oklahoma Open Meetings Act. The Open Records Act is a series of laws designed to guarantee that the public has access to public records of governmental bodies in Oklahoma. The Open Meetings Act legislates the methods by which public meetings are conducted.

Payments & Right to Privacy

Utility and Billing Services is not a financial institution, nor does it engage in providing financial services. The law does not permit the office to release social security numbers (SSN). Customers do not have to provide their SSN to open an account. Any photo identification to substantiate the signature of the customer and proof of age (18) is acceptable. The required deposit is the maximum amount permitted by city resolution if SSN is not provided.
